If it is indeed rust, they’re probably trash as far as cooking is concerned (other things, repurposed ideas, all fine … so don’t go throwing it out). The fact that they’re likely plated pans means those spots will only lead to more spots as the plating continues to flake off. If I’m not seeing the picture right and the spots are on top of the pan coating, get to scrubbing and they should be fine.
